Try Tokyo as a start

You will find about 123 groups with various common interests meeting within 50 miles of Tokyo.

You can look under Expatriates and you will find quite a few people living and working in Japan from a number of other countries.

You can contact 12 people per day once you join a group.

Perhaps you can find a “partner” this way to help you introduce your business in Japan.
