How do I upgrade the international channels on my dish?

I have the South Asian programs on Dish Network and had three channels altogether. Now, only one works and I would like to know how to upgrade because there has been a message at the bottom of the screen for quite some time.

Do Dish Network or Direct TV carry any Asian language channels with subtitles?

I’m interested in getting satellite and I wanted to know if either Dish Network or Direct TV carries Asian programming (with subtitles!) Might be a deal-break on which provider I choose.
