			<content:encoded><![CDATA[<p>I am 24 years old, a college student from 8:30-12.00 and the rest of the day I operate a business I&#8217;m totally passionate in. </p>
<p>Last week my dean manipulated me into my campus&#8217;s public speaking club (at least it felt that way). I went to one training just to pay respect and check it out. Mr Dean signed me up for a competition I was reluctant on joining. It sounds pretty high profile: a five minute impromptu speech on ASEAN policies, against some of the country&#8217;s best universities. I happen to be a fluent speaker, and according to my dean, one of the best my campus has. However, I am not very familiar with the general topic to be spoken of. In addition, several others just as good as me are already training intensively for the team.</p>
<p>Unfortunately I became ill this week and have not been able to keep up with preparations. The competition is next week (24 june). On top of that, I still have work, campus assignments, and exam preps&#8230; and I&#8217;d like to do all of them REALLY WELL. I don&#8217;t really like surprises when it comes to excelling, because in the past I&#8217;ve failed some important life goals because some smart person who &#8220;cares&#8221; about me wants my time in exchange for their goals, which they think are better than my own goals.</p>
<p>However, I am still open to squeezing this competition in my schedule if someone could convince me that it really is worth it. I&#8217;m just a little bit concerned in case it might have strings attached, e.g. I might be expected to devote a lot more time to other public speaking competitions.</p>
<p>OK&#8230; so what do I do now? I&#8217;m torn between not wanting to miss an opportunity of a lifetime and not wanting to sabotage my current plans again! A lot is at stake!</p>

<p>MANILA, Philippines&#8211;THE PHILIPPINES&#8217; economic competitiveness improved slightly this year, although it remained one of the least competitive in the Southeast Asian region, according to the latest report of the World Economic Forum.<br />
In the WEF Global Competitiveness Report 2007-2008, the Philippines was at No. 71, a four-notch improvement over the rank of 75 last year.</p>
<p>The United States maintained its ranking as the world&#8217;s most competitive economy due to &#8220;a winning combination of highly sophisticated and innovative companies operating in very efficient factor markets.&#8221;</p>
<p>Singapore led the Southeast Asian region in the list, improving its rank to seventh from eighth place last year.</p>
<p>Among the eight Asean countries covered, the Philippines came ahead only of Cambodia and Timor-Leste.</p>
<p>Other Asean countries that were included in the report were Malaysia (ranked 21st from 19th), Thailand (28th), Indonesia (54th) and Vietnam (68th from 64th).</p>
<p>Asean members Brunei, Laos and Myanmar were not included.</p>
<p>&#8220;The Asia region encompasses the entire gamut in our ranking, from highly competitive countries to the most challenged, drawing an extremely heterogeneous picture with respect to the levels of growth and development achieved in the region,&#8221; WEF&#8217;s head of strategic insight teams Fiona Paua said in a statement.</p>
<p>&#8220;Nine Asia-Pacific countries are among the top 30 in the Global Competitiveness Index rankings, led by Singapore, Japan (8th), Korea (11th) and Hong Kong SAR (12th), while Mongolia, Bangladesh, Cambodia, Nepal and Timor-Leste are all positioned at the very bottom of the rankings,&#8221; she added.</p>
<p>The rankings are determined based on publicly available data and the Executive Opinion Survey, a yearly survey conducted by the WEF with its network of partner institutes. In the Philippines, this survey is conducted by the Makati Business Club.</p>

2. Preventive, which include procurement reforms, simplification of procedures in frontline services, opening up government projects to public scrutiny, and the enactment of the whistle-blower law.<br />
3. Promoting Zero tolerance for corruption, which include values formation and mobilizing media and civic organization to deliver the message of societal reforms.<br />
4. Bureaucratic reform strategies include government reengineering under EO 366, rationalizing the pay of government workers, promoting meritocracy through the recruitment of the best and the brightest, and capacity building for the government work force.<br />
Still under the National Harmony theme is the chapter on Defense Against Threats to National Security which contain the following strategies:<br />
1. The Philippine Defense Reform Program<br />
2. Measures to upgrading the capability of the AFP over 6 years<br />
3. Ensuring the observance of the ceasefire<br />
4. Enhancing the ability to fight terrorism<br />
The next chapter under Good Governance is Responsive Foreign Policy. The main goal of Philippine foreign policy is to protect the interest of the country by responding to the eight realities in the global and regional environment:<br />
1. The United States, China and Japan are the determining influence of East Asia<br />
2. Philippine foreign policy decisions have to be made in the context of ASEAN<br />
3. The international Islamic community will become more important to the Philippines<br />
4. The role of multilateral and inter-regional organizations in promoting common interests<br />
5. The defense of the nation’s sovereignty and the protection of its rights over maritime territory<br />
6. The country’s economic growth will continue to require direct foreign investment and trade promotion<br />
7. The Philippines will benefit most quickly from international tourism<br />
8. Overseas Filipinos will continue to play a critical role in the country’s economic and social stability<br />
The final chapter of the Plan covers Constitutional Reform. Constitutional reforms intend to address the following problems:<br />
1. Obstruction and delay in legislation and policy-making<br />
2. The highly centralized system of government<br />
3. Personalistic politics<br />
4. Lack of accountable and functional political parties<br />
5. Lack of domestic capital resources<br />
The goal of constitutional reforms is to create more effective political institutions and more relevant and accountable political parties and to enact more liberal economic policies and encourage the entry of more investments and minimize judicial interference in economic decisions which has scared off investors.<br />
The constitutional reforms needed are as follows:<br />
1. Shift to a federal form of government<br />
2. shift to unicameral parliamentary system<br />
3. Reforms in the electoral and political party system]<br />
4. Defining political dynasties and make its prohibition self-executory<br />
5. Changes in the restrictive provisions on national economy and patrimony<br />
The Plan’s specific programs shall also be fleshed out in more detail with the publication of rolling medium-term public investment programs, beginning with the 2005-2007 MTPIP. The Plan shall also be complemented by Regional Development Plans/Investment Programs which will come out before the end of the year.<br />
The successful implementation of the Plan rests on the support of all sectors of society &#8211; the Legislative, the Judiciary, the local government units, the business community, responsive civil organizations, the media, and all sectors of society. In the President’s words, everyone must share the responsibility of moving this country forward. </p>

 Child porn ring uncovered in Austria By VERONIKA OLEKSYN, Associated Press Writer<br />

VIENNA, Austria &#8211; Austrian authorities said Wednesday they have uncovered a major international child pornography ring involving more than 2,360 suspects from 77 countries, including hundreds in the United States, who paid to view videos of young children being sexually abused.<br />

The children were under the age of 14 and screams could be heard, said Harald Gremel, an Austrian police expert on Internet crime who headed the investigation.<br />
Interior Minister Guenther Platter said the        FBI was investigating about 600 of the suspects in the United States.  German authorities were following leads on another 400 people, France was looking into about 100 others, and at least 23 suspects were Austrians, he said.<br />
Platter said videos downloaded from the Internet and seized by Austria&#8217;s Federal Criminal Investigations Bureau included images that showed &#8220;the worst kind of child sexual abuse. &#8221;<br />
Gremel said &#8220;girls could be seen being raped, and you could also hear screams. &#8221; Although officials initially said the children ranged in ages from &#8220;0 to 14,&#8221; Gremel later said no infants were seen in the videos.<br />
No Austrian suspects were yet in custody, authorities said, adding that they shared their information with law enforcement in other countries in hopes that suspects could be investigated and charged.  Gremel said he could not provide details about investigations outside Austria, but noted that cooperation with Russian authorities had intensified over the past two weeks.<br />
The investigation began in July when a man working for a Vienna-based Internet file hosting service approached authorities at the Interior Ministry to say he noticed the pornographic material during a routine check, Gremel said.<br />
The man blocked access to the videos while recording the I. P.  addresses of people who continued to try to download the material, and gave the details to authorities.  Neither the man nor the Vienna company were identified, and police said neither was implicated in the case.<br />
Within a 24-hour period, investigators recorded more than 8,000 hits from 2,361 computer I. P.  addresses in 77 countries ranging from Algeria to South Africa, Gremel told reporters.<br />
The videos were posted on a Russian Web site, and users had to pay $89 to access the material, Gremel said.<br />
He said investigators believed the videos, which included images of girls and boys up to age 14, were made in Eastern Europe and uploaded to the site from somewhere in Britain.<br />
Germany had the largest single number of suspects in Europe, Gremel said.<br />

			<content:encoded><![CDATA[<p>WASHINGTON, D. C. &#8211; In spite of minor differences on the specifics, President George W.  Bush<br />
and British Prime Minister Tony Blair could not be any closer when it comes to their<br />
commitment to disarm Iraqi President Saddam Hussein.  After several hours of discussion on<br />
Friday, the two held a joint press conference before sealing their friendship with a weekend<br />
at Camp David.  The two leaned in for a handshake, which turned into a hug and then drew<br />
closer together.  The major international news networks, covering the event live, paused their<br />
commentary to see what would happen next.  After an uncomfortable pause, Bush and Blair<br />
allowed their lips to meet, finally dissolving into a storm of tongues and roaming hands.<br />
After the incident, The White House issued an emergency press insisting that the President is<br />
not &#8220;that way. &#8221; Blair, who is also married and not rumored to be gay, explained that he had<br />
become caught up in the moment.<br />
Naturally, the press went wild with the story.  A correspondent from The National Review Teen<br />
Scene asked the British PM what it was like to kiss the most powerful man in the free world.<br />
&#8220;His mouth tasted a bit like crude oil,&#8221; admitted Blair, &#8220;although honestly I don&#8217;t know<br />
why. &#8221;<br />
Against the advice of Chief of Staff Andrew Card, Bush was very open about the event.  Bush<br />
explained to reporters that the kiss was really no big deal.  &#8220;Come on, we all experimented a<br />
little at Bible camp growing up.  Um, not that I did, but everybody generally. &#8221;<br />
The reaction from traditionally homophobic Americans has been surprisingly tolerant.  The<br />
video clip, ripe for looping on the 24-hour news networks was pulled from the air only hours<br />
later by popular request.  Rather than pepper the President with questions about the incident,<br />
they have quietly requested that he stop talking about it.  Please.<br />
&#8220;Plus, Tony has really soft lips.  It&#8217;s not easy to see until you get in close like that. &#8221;<br />
Reporters once again admonished the President not to rehash the episode as it tends to bum<br />
everyone out.<br />
This did not prevent some entrepreneurs from attempting to profit from the incident.  By<br />
Monday, email in-boxes had filled up with spam promising &#8220;OMFG! HOT, HOT BUSH ON BLAIR<br />
ACTION!!&#8221;<br />
Conservative columnist Laura Ingram told Tim Russert on Sunday&#8217;s Meet the Press that while a<br />
Bush Blair three-way had been a long-running fantasy, the actual event left her feeling<br />
&#8220;creepy and more than a little ashamed. &#8221;<br />
According to the geopolitical experts we spoke with, it only makes sense that these two would<br />
grow closer together in the midst of the current crisis.  With Europe, Asia and the Middle<br />
East all coming out opposed to a military conflict in Iraq, Bush and Blair feel as though<br />
they have no one but each other.<br />
Add to that the kind of repressed sexual curiosity endemic in England and Texas and you have<br />
a recipe for tongue swashbuckling.<br />
Other leaders have volunteered to kiss Bush in exchange for the kind of unconditional<br />
cooperation and support that Britain enjoys.  Israeli Prime Minister Ariel Sharon offered to<br />
&#8220;grab on to those big ol&#8217; monkey ears and go to town&#8221; if it meant the US would stop talking<br />
about a Palestinian state.<br />
Bush spent the subsequent days reassuring world leaders and the public at large that he and<br />
Blair are still &#8220;best buds, nothing more. &#8221;<br />
&#8220;The friendship between our great countries has not been altered by the events of the other<br />
day,&#8221; said Bush.  &#8220;Let me be clear about this: nothing has changed.  It is not going to be<br />
&#8216;weird&#8217; when Mr.  Blair and I meet again to discuss the issues.<br />
That being said, Blair did leave Camp David early claiming that problems at home called him<br />
away.  Card says that, although the kiss really meant nothing, the President doesn&#8217;t want to<br />
